Recruitment ghost to haunt Revanna

The public works department (PWD) engineers recruitment scam gets murkier by the day. The BJP government has ordered a Lok Ayukta probe into alleged large-scale irregularities in recruitment done last year.

While the JD(S) has big plans to revive the party and has elevated former CM H D Kumaraswamy as its state unit president, the Yeddyurappa-led government wants to nail Kumaraswamys brother and former PWD minister H D Revanna. This, because recruitment of 703 engineers was done under Revannas authority.

In addition to asking Lok Ayukta to probe the irregularities, the government has sought information on whether a particular section of society has been favoured by tweaking marks in examinations.

There is evidence that large-scale irregularities have taken place in the recruitment process, due to which hundreds of skilled aspirants have suffered. To find out the truth, the government has sought a Lok Ayuka probe under Section 7 (2A) of Karnataka Lok Ayukta Act, 1984, a senior PWD official said.

To start large-scale works on infrastructure development schemes, the PWD had decided to recruit 251 assistant engineers and 452 junior engineers in 2007. But there were complaints that some candidates who secured high marks were given low scores.

The complainants stated that candidates with very low marks were given high scores during viva-voce conducted by the recruitment committee, which was headed by chief engineer (communications and buildings) K Jaiprakash. To probe the allegations, PWD had conducted an internal inquiry.

According to Karnataka Civil Service (Direct Recruitment by Competitive Examination and Selection) Rules, 2006, direct recruitment to group C and above posts must be conducted by the Karnataka Public Service Commission (KPSC).

In order to recruit 703 engineers quickly, Revanna allegedly overlooked KPSC and created special rules in March 2007  the Karnataka Public Works Services (Special Recruitment of Assistant Engineers and Junior Engineers) Rules  and appointed Jaiprakash as selection panel head.

Objecting to the move, KPSC chairman wrote to the then governor T N Chaturvedi, stating the KPSC has the sole right in the recruitment process.

The governor replied, asking the government to reconsider the move to recruit engineers through the chief engineer. But PWD went ahead with the process, ignoring Chaturvedis letter.
